NHS Wales Logistics Warehouse, Newport

A major overcladding and roof refurbishment project for the NHS Wales logistics warehouse at Celtic Way, Newport. TRS was appointed as Principal Contractor to deliver the works while the warehouse and offices remained operational around the clock.

TRS was appointed to refurbish approximately 19,500m² of roofing at the NHS Wales logistics and distribution facility in Newport.

The project combined an extensive Garland R-MER Clad roof overcladding system with gutter refurbishment, new perimeter cappings, canopy works, permanent roof safety provisions and associated mechanical and electrical coordination.

The existing profiled metal roof was affected by water ingress, deteriorating cut edges and defects around the gutters, penetrations and perimeter details.

As a critical NHS logistics and distribution facility, the warehouse and adjoining offices remained operational 24 hours a day throughout the works.

Roofing, access and lifting activities therefore had to be carefully coordinated around employees, commercial vehicle movements, deliveries and the continued operation of the site.

TRS installed a Garland R-MER Clad system over the existing profiled metal roof.

The new roof construction incorporated a supporting subframe, vapour control layer, insulation and 0.7mm colour coated profiled roof sheets.

• Installing a permanent horizontal fall restraint system
• Providing temporary roof access, perimeter edge protection and fall arrest measures

The logistics warehouse and adjoining offices remained occupied and operational throughout the project.

TRS planned the works around vehicle movements, deliveries and operational areas. Controlled roof access, temporary perimeter protection and protection beneath the canopy work areas allowed the refurbishment to progress while maintaining safe access to the facility.

Sequencing and temporary weather protection were particularly important because the existing building needed to remain watertight throughout the overcladding works.

As Principal Contractor, TRS coordinated the roofing works, access arrangements, temporary safety measures, specialist subcontractors and associated mechanical and electrical activities.

Delivery arrangements included controlled site access, Haki stair access, temporary perimeter edge protection, protection around roof openings and coordination with the occupied facility.

The roofing system was installed in accordance with the Garland UK project specification.

Garland inspections and quality assurance records were incorporated into the project, with installation details checked as the works progressed. TRS also maintained project records and photographic evidence to support inspection and handover.

Following final inspection and approval, the specified works are covered by a 20 year Garland UK single point guarantee for materials and workmanship.

The project was completed in August 2026, delivering a refurbished and insulated roof system across the operational NHS facility.

The works addressed the existing water ingress and cut edge issues while improving the long term protection and maintainability of the building.

The warehouse and offices remained operational throughout the 26 week programme, with the roofing and associated works coordinated around the facility's logistics, employees, deliveries and vehicle movements.
