Garland StressPly Flex Plus Bituminous System With Tapered Insulation
TRS carried out a major flat roof refurbishment at St Josephs Primary School on Sully Road, Penarth. The existing waterproofing had reached the end of its serviceable life. The works involved the complete removal of the old covering, the installation of new decking where required, tapered insulation to improve falls and thermal performance, and a new high-performance Garland StressPly Flex Plus bituminous system across approximately 1,200 m² of roof.

The Challenge
The existing flat roofs required full replacement rather than further repair. The school needed to remain operational, so the works had to be carefully phased and segregated. Multiple roof levels, abutments, and the need to maintain weathertightness throughout the programme added complexity. Correct falls and improved thermal performance were also required as part of the long-term solution.
The Solution
A full strip-and-replace approach was specified using the Garland StressPly Flex Plus system. The existing waterproofing was removed down to the metal deck. New 12 mm OSB3 decking was installed where needed, followed by a vapour control layer, tapered insulation designed to achieve an average U-value of 0.18 W/m²K, and the new StressPly Flex Plus bituminous waterproofing system. All critical details were carefully formed to provide a durable, long-term solution.
What we did
- Completely removed the existing waterproofing to expose the metal deck
- Installed new 12 mm OSB3 decking boards where required
- Applied primer and a vapour control layer
- Installed tapered insulation to create correct falls and improve thermal performance
- Laid the Garland StressPly Flex Plus bituminous system (underlay and mineral-finished cap sheet)
- Formed all upstands, abutments, penetrations and perimeter details
- Maintained night joints and weathertightness at the end of each working day
Keeping the school operational
The project was delivered with the school remaining in use. Work areas were clearly segregated, scaffolding and access were carefully managed, and communication with the school and the local authority was maintained throughout. TRS's experience of working on live education sites ensured that safeguarding and operational continuity were prioritised.
